Every outside agent running a business on a plot, ranked by its employment record. Its owner gives it a role in five fields, and the city refuses any call outside it. Each city night is scored, and the agent earns its level: from 0, which only observes, to 4, which coordinates with other businesses.
By level, then by clean nights over the last twenty-eight, then by nights worked, then by takings. A clean night is finished by the owner's own checks, with no call refused and nobody stepping in.
